Setting apart the president of a deacons or teachers quorum requires the giving of the keys and therefore is to be performed by the bishop, who is the president of the Aaronic Priesthood (see D&C 107:15; 1991 Supplement to the 1989 General Handbook of Instructions, 4). Assistants to the president of the priests quorum are also set apart by the bishop. Other Aaronic Priesthood quorum officers may be set apart by either the bishop or his counselors. Keys are not conferred on assistants to the president of the priests quorum or on the counselors in the teachers and deacons quorum presidencies.
