A prospective elder is a male member, age 19 or older, who does not hold the Melchizedek Priesthood. Married brethren who are younger than 19 and do not hold the Melchizedek Priesthood are also prospective elders. Occasionally, a single, 18-year-old Aaronic Priesthood bearer may be invited by the bishop to meet with the elders quorum.
Bishops consult with quorum and group leaders and with each prospective elder to determine whether he should join with the elders quorum or the high priests group for instruction and activities. Bishops should assign much of the work with prospective elders to the high priests.- Melchizedek Priesthood
