After living on manna for a time, the children of Israel complained to Moses about lacking meat to eat.
"Then Moses heard the people weep throughout their families, every man in the door of his tent: and the anger of the Lord was kindled greatly; Moses also was displeased." (Num. 11:4-6, 10.)
The Lord told Moses to tell Israel that He would provide "flesh to eat" for an entire month, "until it come out at your nostrils, and it be loathsome unto you: because that ye have despised the Lord which is among you. . . ." (Num. 11:18, 20.)
Subsequently, a "wind from the Lord" carried quails from the sea and let them fall into the camp, where they were gathered and eaten by the children of Israel.
"And while the flesh was yet between their teeth, ere it was chewed, the wrath of the Lord was kindled against the people, and the Lord smote the people with a very great plague." (Num. 11:31-33.)
