The announcement that Presiding Bishop Robert D. Hales would fill the vacancy in the Council of the Twelve came during the sustaining of the General Authorities at the beginning of the Saturday afternoon session.

President Gordon B. Hinckley, first counselor in the First Presidency, conducted the session. After telling the congregation that President Thomas S. Monson, second counselor in the First Presidency, would present the General Authorities for a sustaining vote, President Hinckley smiled and said, "And that should put an end to the speculation."

Before the sustaining, President Monson paid tribute to Elder Marvin J. Ashton, who died Feb. 25. His death created the vacancy that was filled by Elder Hales.

The Mormon Youth Chorus provided the session's music. Prayers were offered by Elder Gene R. Cook and Elder Julio E. Davila, both of the Seventy.
