For what reason was President Spencer W. Kimball (12th president of the Church) not drafted into World War I?

After serving his mission, and after the United States entered World War I in April of 1917, Spencer W. Kimball registered with the Selective Service System and waited to be drafted. His father, Andrew Kimball, had "set him apart for his going to the front" and his departure seemed certain.

However, orders were delayed on several occasions and armistice was signed in November 1918 before the contingent to which he was assigned was activated.
