The appointment of a special committee of General Authorities to "supervise the preparation and publication of all Church literature" was announced in the July 8, 1944, issue of the Church News.Heading the committee, appointed by the First Presidency, was Elder Joseph Fielding Smith of the Council of the Twelve. Other members included Elders John A. Widtsoe and Harold B. Lee of the Council of the Twelve, and Elder Marion G. Romney, Assistant to the Twelve.

The committee would be assisted by a "number of experts in the field of writing and lesson preparation," according to the article.

"The committee . . . is to have absolute supervision over books published by and for the Church, and all lessons prepared for study in priesthood classes, the auxiliary organizations and seminaries and Church schools."
